This appears to be momentum from Hillary's "gay/trans" speech to the UN last week.

The report criticizes the continued existence of death penalty punishment for same-sex relations in at least five countries — Iran, Mauritania, Saudi Arabia, Sudan and Yemen — as well as legislation explicitly criminalizing gays in 76 countries.Then again, it was illegal in the US as well until just a few years ago. And sodomy is still illegal in the US military - congress just the other day refused to repeal that provision of the Uniform Code of Military Justice.
